Landfill hearing to draw crowd

Residents tonight can let Planning Board members and county commissioners know how they feel about a proposed landfill that could be located on a large tract of land in eastern Lincoln County.

The Lincoln County Board of Commissioners will hold its meeting at 6:30 tonight, and a public hearing on the landfill application will be held jointly with the county Planning Board.

County officials are expecting such a large crowd that the hearing will likely be held in the Citizens Center auditorium.

“We’ve had a number of calls about it, a good many questions, and we expect a big crowd tonight,” Randy Hawkins, county zoning administrator, said.

RGS, LLC, a company out of Denver, wants to change the zoning of 230 acres of land from Transitional Residential to Conditional Use General Industrial.

The currently vacant land is located on the west side of Beth Haven Church Road about one-half mile south of Mundy Road.

If rezoned, RGS wants to use the land for a construction/demolition, land-clearing and inert debris landfill.

The proposed facility would receive construction and demolition waste, according to a report from the company. That means waste from land-clearing activities, like stumps and trees; inert debris like brick, concrete, rock and clean soil; asphalt; and waste from construction, remodeling, repair or demolition operations on pavement, buildings or other structures.

The landfill would consist of two cells encompassing 158 acres and would be in operation about 30 years, company officials said in the report.

Residents near the land are concerned about the environment impact, as well as the effect the landfill will have on their property values, said county Zoning Administrator Randy Hawkins.

Callers to the zoning office have also mentioned truck traffic and fires as other concerns, Hawkins said.

The Planning Board will vote tonight on what to recommend to commissioners. Commissioners will consider the application at their Dec. 15 meeting.

In other business, commissioners will:

·  Hold a public hearing regarding incentive grants for the Timken Company. Officials will ask the county for $245,000 in economic incentives that they hope will entice the company to make a $15.5 million investment in the Lincolnton plant. The investment would provide at least 30 new jobs paying $15 to $18 an hour.

·  Hear public comments on a request from Ronald Best to rezone 2.38 acres from Transitional Residential to Residential Single-Family. The land is located at 7228 Forney Hill Road and is part of a 2.73 acre parcel, the remainder of which is already zoned Residential Single-Family.
