Campground Road request on agenda

Lincoln residents will have a chance to tell the Planning Board and Lincoln County commissioners what they think about several public hearings tonight.
The Board of Commissioners meeting will start at 6:30 p.m. in the Commissioners Room in the Citizens Center.
A public hearing will be continued tonight on an application from Lake Norman Dredging & Marine Construction Inc.
The request to rezone land on Campground Road at Pine Ridge Drive has been before both boards several times. Each time, land owner Rick Miller has changed his request due to opposition
from the community.
Planning board members have recommended approval of the application twice. Miller withdrew it the first time, and two weeks ago, commissioners tabled it until neighbors could have a
chance to review a revised request.
The most recent application asks commissioners to rezone 17 acres of land from Transitional Residential to General Business.
Before commissioners’ Sept. 22 meeting, Miller agreed to amend the request to leave out a 40-foot strip along the eastern boundary of the property to provide a buffer, according to a
memo from Randy Hawkins, county zoning administrator.
At the Sept. 22 meeting, there was discussion about the possibility of a further reduction in the affected area, but Miller has since declined to amend the request again.
Jeanne Nuhfer, a Woodbeach Road resident and one of the vocal opponents to this application, has suggested placing a condition on the rezoning.
That’s not possible, Hawkins said, because the case is a straight rezoning request, not a conditional use case.
Commissioners could do five things: grant it as requested, grant it with a reduction of the area requested; grant it to a more restrictive zoning district or districts; grant it with a
combination of the first three options; or deny the request.
Hearings will also be held on:
· A request for a parallel conditional use rezoning concerning almost 120 acres of land on George
Brown Road from Transitional Residential to Residential Single-Family.
The rezoning would permit the development of a major subdivision with 57 lots for single-family homes. The proposed development would be Phase II of the Evondale subdivision. The first
phase consisted of 50 lots. Five of those lots would be included in Phase II, bring the total development to 102 lots.
As of Friday, no calls had been received at the zoning office opposing the application, Hawkins said.
· An application for a parallel conditional use rezoning to rezone a 1.3-acre parcel from Residential Single-Family to Neighborhood Business to permit the operation of a retail garden center.
The property is located on the east side of N.C. 16 about 200 feet north of McIntosh Road.
· An application requesting a conditional use permit to operate a metal-coating facility in the General Industrial district. The 1.3-acre parcel is located at 771 Crosspoint Drive.
· A request from Howard Cline for a conditional use permit to place a doublewide mobile home in the Residential Suburban district. The land is located at 3266 Mack Ballard Road.
· An ordinance regulating pre-hospital and emergency medical services in Lincoln County.
