County receives contractor bids for new DSS building

July 8, 2002 - The Department of Social Services is trading in its cramped building for a brand new facility.
County commissioners July 1 approved a $2.2 million bid for the new DSS building, cementing the agency’s plans to move out of the small Sigmon Road building it
shares with the county Health Department.
Dennis Williams, of Williams Design, P.A., presented bids to commissioners. Williams said many contractors were interested in the project.
“There was tremendous interest,” he said.
Twenty-three general contractors looked at the job, he said, and 12 were expected to show up on bid day.
Seven contractors placed bids. More were present, he said, but had computer problems that rendered them unable to bid.
Street Construction of Charlotte made the lowest total bid of $2,207,530. H.M. Kern Corporation of Greensboro came in second with a bid of $2,317,570.
Street Construction’s base bid was $2.1 million, and the alternate bids totaled an additional $100,205. Construction time is 195 days from the point of
beginning.
Williams said the bids were substantially less than the anticipated budget.
DSS will make its new home in the strip shopping center that housed the former Winn Dixie on East Main Street at the General’s Boulevard intersection.
New construction will total 7,200-square-feet with the total building being 42,000-square-feet when completed.
Each department will have a separate waiting room and children’s play area. The separation will improve customer confidentiality.
Plans include two interview rooms, nine conference rooms and 105 offices. The 100-person meeting room will allow the entire staff to meet together if
necessary, something that is impossible in the current DSS building.
Security is a top concern for the new facility. All entrances except the front will be by controlled access, and employees will be required to show
identification to enter. A computer will record each entry.
Security cameras will monitor the facility. Client records will be held under strict confidentiality.
According to a memo from Williams, pre-construction meetings and evaluations will begin as soon as possible.
The completion date is scheduled for early spring 2003.
