City passes $22 milion budget

June 7, 2002 - The Lincolnton City Council Thursday passed the proposed 2002-2003 $22.14 million budget.
The budget weighs in just under the current year’s budget of $22.29 million — a $155,400 difference.
It includes no increase in tax rates, electric fees or water/sewer fees and gives a 3 percent pay raise to city employees.
The budget includes a $125,000 match for a grant for the Highland Drive Park project. The project will include a 25-acre park, two ballfields, two multi-purpose fields, a picnic shelter, restrooms, a track, a trail and playground equipment.
Construction on the park project should begin in about six months, and the project should be completed within a year.
During the public hearing scheduled for the budget, council chambers were silent. No residents or department representatives voiced concerns.
City Manager Jeff Emory thanked the Mayor and council for their continued support of the budget.
In other business, council:
- Made appointments to the Lincolnton Tourism
Development Authority. Three group is composed of three members, and an ex-officio. City Manager Jeff Emory is automatically part of the group. Council appointed Tatiana Gonzalez for a two-year term as
the representative from the hotel/motel industry.
Gonzalez manages the Comfort Inn in Lincolnton. Councilman Larry Mac Hovis will serve as the council representative for three years. Finance Director Eddie Heavner be part of the group as ex-officio.
-Unanimously approved an $87,000 filter replacement at the Water Treatment Plant.
Steve Peeler, director of public works and utilities told council he could not isolate the cause of the problem. Council expressed concern about problems arising again, and Peeler said it was impossible to know what went wrong until the filter was replaced.
- Heard from City Attorney Dan Barefoot. Barefoot reported to council that House Bill 1490 providing that local revenues may not be withheld or impounded by the Governor will be introduced to the General Assembly. Barefoot expressed confidence that the bill will pass, due to the number of sponsors.
