Board delays taking action on zoning requests

June 5, 2002 - Two rezoning requests involving a total 328 acres and 30 applicants were tabled by the county planning board Monday.

The first request was to rezone 80 acres along Mundy Road in Catawba Springs Township from Residential Transitional to Residential Single-Family.

Twelve residents made the application, although none spoke on the matter at the public hearing during the board of commissioners meeting Monday.

The second request was for 248 acres along Henry Dellinger Road, Kemp Dellinger Road and East Highway 150 in Catawba Springs Township.

Eighteen residents asked that the area be rezoned from Residential Transitional to Residential Single-Family.

Rezoning those areas to Residential Single-Family would allow for smaller lot sizes.

“It’s a more restrictive district,” Zoning Administrator Randy Hawkins said.

Hawkins said the decision to table the issues was made because planning board members want more time to look at the potential impact of the rezoning.

The issues will be tabled for one month so board members can consider criteria for evaluating such requests. Since similar requests are expected in the future, the board wants to know definite impacts.

In other action, the planning board:

. Approved an application from John Flowers, Jr., who requested to keep a singlewide mobile home on his property while building a new house. The planning board approved this with the condition that the mobile home be removed from the land in 12 months and the land be converted back to Residential Single-Family.

. Approved a rezoning application from Gates Realty and Auction. The company requested a 0.96-acre parcel located at 6608 Campground Road, Denver be rezoned from Neighborhood Business to Residential Single-Family. In 2000 rezoning was approved to allow a house on the property to be used as an office. The house is now under contract to be sold for residential use.

.Approved an application from David Wilson of East Lincoln Animal Hospital to operate a boarding kennel as part of a veterinary hospital. There would be no outside runs for the animals, just a holding area on the interior.

.Approved the rezoning of a 0.48-acre parcel at 2973 Highway 16, Denver, from Neighborhood Business to General Business. David Curtis Family Limited Partnership made the application.

.Approved a request from Lincoln County to amend Chapter 11 of the Lincoln County Zoning Ordinance. The amendments will change requirements for certain districts. Planned Industrial, Planned Office and Planned Mixed-Use districts will be required to have a minimum area of 15 acres, instead of 50 lots. Planned Mixed-Use districts will no longer have to have a minimum of 50 dwelling units, and a traffic impact study must be submitted before action is taking on rezoning. This plan will encourage well-planned and well-designed districts.

.Approved an application from Catawba Springs Land Company to rezone a 150-acre area located on North Ingleside Farm Road. The applicant requested the land be rezoned from Planned Residential to Residential Single-Family. In February 2001, the area was rezoned to allow a major subdivision with 346 homes, but has been sold. The new owners plan to subdivide it into large lots for homes. The application had originally been tabled at the board’s May 6 meeting, because the board needed further information.
