Land purchase to extend rail trail

May 22, 2002 - Despite this year’s bleak budget, work will proceed on extending Lincolnton’s Marcia Cloninger Rail Trail, the city’s planning board
learned during its Tuesday afternoon meeting.
“We’re getting ready to go into a fiscally tight year but we can begin facets that require little or no funding,” City Planner Steve Gurley told the
board.
Property along the proposed expansion route was recently appraised. Gurley will meet with the city attorney next week to begin preparing offers to owners.
The land the city hopes to purchase is located next to an unused railroad bed running from the south end of the current rail trail three-tenths of a mile to
Motz Avenue. The rail trail currently runs from North Pine Street to South Government Street and is a popular spot for walkers.
The city will be able to use grant money to purchase the property, Gurley said.
Despite little city money being available, Greenway Master Plan committee members, who oversee the rail trail development, can organize and prioritize what
needs to be done to continue expansion of the project, Gurley said. The city adopted a master plan for the Greenway during its May 2 meeting.
“There are things we can do now,” Gurley said. “We’re working to set the stage. It’s a long-term process.”
A planned Boger City subdivision will grow by seven lots pending approval by city council. The planning board approved the expansion request. Troy Motz is
developing the subdivision off Highland Drive.
A new 14-member committee has been appointed to create a land use plan for the city. The committee will begin meeting twice monthly for the next six months, Gurley said.
“We’re very excited about the process. It has been long coming,” he said.
The plan is a policy document but does not contain binding ordinances. It guides commercial, industrial and residential development, transportation and
pedestrian needs, open space and infrastructure.
