County to pay tributes
McConnell and Boyles to be remembered

March 17, 2003 - The lives of two Lincoln County residents will be honored at tonight’s Lincoln County Board of Commissioners meeting.
The meeting starts at 6:30 p.m. in the Commissioners Room on the third floor of the Citizens Center.
Commissioners and the Lincolnton City Council will present a resolution honoring the life and career of Harlan E. Boyles to Boyles’ family.
The presentation was set to take place in February but was rescheduled because of inclement weather.
Boyles was former treasurer of the state of North Carolina.
Boyles, born in Vale, attended UNC-Chapel Hill, where he obtained a bachelor of science degree in business administration in 1951. He earned his license as a
certified public accountant in 1955.
In 1976 Boyles was elected state treasurer. He served until Jan. 2001. He also worked in a variety of state positions for 50 years.
During his time as treasurer, Boyles served as chairman of the Local Government Commission, the State Banking Commission and the State Banking Commission. He
was a member of the Council of the State, the State Board of Education and the State board of Community Colleges.
As treasurer, Boyles managed the nation’s 17th largest pension fund and more than $35 billion in investments.
He died at age 73 on Jan. 23.
Commissioners will also honor Louis Todd McConnell with a dedication to his family.
The name of the SAFE KIDS Award will be changed to the Louis Todd McConnell SAFE KIDS Hero Award.
Commissioners will also hear recommendations from the planning board concerning several rezoning applications, including one for a major subdivision in east
Lincoln County.
Commissioners could vote tonight on an application from The Denver Group requesting a parallel conditional use permit to rezone 151 acres of land. The rezoning
would permit the development of The Villages at Cowan’s Ford, a major subdivision with 201 single-family homes, 30 townhomes and a 20-acre commercial section.
The board will also make decisions regarding applications from Victory Baptist Church, Morris Hoyle, David Wilson DVM, Melvin Doug Core and Lincoln County.
