Planning Board OKs new subdivision
Village at Cowan’s Ford would include over 200 homes;
20-acre commercial site

The first hurdle to bring a new subdivision to east Lincoln was overcome Monday night.
The Lincoln County Planning Board recommended the Board of Commissioners approve a request by The Denver Group, LLC to rezone 151 acres for the construction of
The Village at Cowan’s Ford.
The Board of Commissioners will weigh the Planning Board’s recommendation and make a decision at the March 17 meeting.
The property, which will be located near the intersection of N.C. 73 and Club Drive, will include 216 single-family homes and a 20-acre commercial section.
Monday night’s decision was reached following a public hearing, which was continued from Feb. 3.
A decision was put on hold following the earlier discussion, due to the numerous concerns expressed by area residents. Only four people spoke on this
issue at Monday’s hearing.
Traffic impact was the primary concern expressed by most residents at the previous hearing. However, with two N.C. Department of Transportation officials
present at Monday’s meeting, the traffic issue was not discussed.
The only point of contention was raised by Mike Hill, a resident of St. Andrew’s Lane. His concern was the possibility of his cul-de-sac road being
extended all the way to N.C. 73.
“Every homeowner on St. Andrew’s opposes this; we were always told St. Andrew’s would be a cul-de-sac,” Hill said. “I want to see this thing stop now.”
Denver Group partner Ronnie Dedmon assured both Hill and commissioners that the developers’ plan is not to extend St. Andrew’s Lane, the proposed site of 15
Village homes.
“Our intent is not to make it go that far (to N.C. 73),” Dedmon said. “We’re through with it (St. Andrew’s) when it gets to the point we want it to go.”
That point is a cul-de-sac, extended only to build the 15 houses, he said.
The planning board recommended approval of the request, with two stipulations:
· Developers place a deed restriction on the 15 St. Andrew’s homes, stating they can never be sold for future road development.
· Developers build a construction road off N.C 73 for the transport of heavy equipment and machinery.
· At Monday’s meeting, the Planning Board also:
· Recommended approval of a request by Dennis Choate for a conditional use permit to allow an automobile sales lot to be located at 2171 North N.C. 16.
· Recommended approval of a request by Victory Baptist Church to rezone a 1-acre parcel from Residential Single Family to Neighborhood Business to permit the operation of a non-profit
store at 4974 King Wilkinson Road.
· Recommended approval of a request by Morris Hoyle to rezone approximately 5.25 acres from Residential Single-Family to Neighborhood Business to permit the placement of a Class B mobile
home at 611 Tower Road.
· Recommended approval of a request by David Wilson, DVM for a conditional use permit to operate a boarding kennel at N.C 73 and Pilot Knob Road.
· Recommended approval of two requests by Doug Core to rezone 29.6 and .33 acres at N.C.s 16 and 73 from Transitional Residential to General Business.
· Recommended approval of a proposal by Lincoln County to amend section 12.1.2 of the zoning ordinance to include a list of additional uses along a limited-access Designated Special.
