City to hold hearings on proposed subdivision

March 5, 2003 - A proposal that could bring a 120-acre subdivision to Wilma Sigmon Road is up for public hearing at Thursday’s City Council meeting.

A hearing during the city planning board’s meeting in February drew a number of residents who spoke in opposition of the proposed annexation and development.

The planning board voted unanimously to recommend approval of both applications.

Separate public hearings will be held for each issue Thursday, then the council will make a decision. The meeting starts at 7 p.m. in City Hall.

The annexation application is being made by T. Bragg McLeod and William Heafner. The land cannot be rezoned unless the annexation is approved.

Earl Todd is requesting the rezoning. The land is currently zoned Residential-25 and General Manufacturing and Commercial.

If council approves the rezoning, the land will be divided into four districts: 66 acres of Residential-8, 35 acres of Residential-15, 13.7 acres of Residential Multi-family and 5.4 acres of Neighborhood Business.

The subdivision, which would be completed in three to five years, would include commercial development and multi- and single-family dwellings.

About 950 to 1,000 people will be able to reside in the subdivision, Steve Gurley, city planning director, said during the planning board’s meeting.

Gurley said around 275 students would be added into the school system, with G.E. Massey, Lincolnton Middle School and Lincolnton High School being affected.

The annexation would bring in $250,000 a year in ad valorem taxes.

Residents opposed to the application cited traffic as their No. 1 concern.

Wilma Sigmon Road is already used as a cut-through from Boger City to Wal-Mart, they said, and adding more accesses will just worsen the congestion.

Some residents said they were not against the development, just the traffic problem that it poses.

In other business:

    ·  A public hearing will be held on an application from David and Anna Kuss to amend their conditional use permit. The amendment would allow for billiard tables at The Rock Garden, a private social club they own.

    ·  Council will discuss a request regarding the proposed water interconnect between the cities of Cherryville and Lincolnton.
