Hearing resumes on Cowans Ford project

March 3, 2003 - A public hearing for The Villages at Cowans Ford, a proposed 151-acre subdivision in eastern Lincoln County, will continue at tonight’s county commissioners meeting.

The application from The Denver Group LLC was continued from the board’s Feb. 3 meeting due to the large turnout of residents and the number of concerns they voiced.

An application from Paradise Lakes LLC has been deferred for about a month, said Zoning Administrator Randy Hawkins, because developer Bob MacLeod is out of the country.

The meeting starts at 6:30 p.m. in the Commissioners Room on the third floor of the Citizens Center. After the public hearings, the planning board will move into another room to decide on its recommendation.

The Denver Group is requesting a parallel conditional use permit to rezone 151 acres from Transitional Residential and Residential Single-Family to Planned Mixed Use.

This rezoning would permit the development of The Villages of Cowans Ford, a major subdivision with 201 single-family homes, 30 townhomes and a 20-acre commercial section.

At least 8 percent of the land will be reserved as common open space. Residents will be able to apply for membership to Cowans Ford Country Club for golfing, swimming and tennis. Nature trails will also be constructed, according to the application.

The property is located at N.C. 73 and Club Drive in Catawba Springs Township.

The primary concern voiced by residents was traffic.

According to The Denver Group’s application, the developer has agreed to provide left turn lanes on N.C. 73 at the subdivision entrances and to Club Drive. Drop-off right turn lanes will also be constructed.

    Several other public hearings will be held tonight:

    ·  Dennis Choate is requesting a conditional use permit to allow an automobile sales lot to be located in the Neighborhood Business district. The site is located at 2171 North N.C. 16.

    ·  Victory Baptist Church is requesting a parallel conditional use rezoning for a 1-acre parcel from Residential Single-Family to Neighborhood Business to permit the operation of a not-for-profit store selling donated items. The property is located at 4974 King Wilkinson Road.

    ·  Morris Hoyle is requesting a parallel conditional use rezoning for 5.25 acres from Residential Single-Family to Residential Suburban to permit the placement of a doublewide mobile home. The property is part of a 19.3-acre parcel located at 611 Tower Road.

    ·  David Wilson is requesting a conditional use permit to operate a boarding kennel in the General Business district as part of a veterinary hospital. The 1.2-acre parcel is located on the north side of N.C. 73 about 700 feet west of Pilot Knob Road.

    ·  Melvin Core is requesting that 29.6 acres of land near the intersection of N.C. 73 and N.C. 16 be rezoned from Transitional Residential to General Business. Core is also requesting that .33 acres nearby be rezoned also.

    ·  Lincoln County is requesting an amendment to Section 12.1.2 of the zoning ordinance concerning the Designated Highway overlay district.
