Board tells county: School needs top $9 million

Jan. 25, 2002 - County schools have requested $9.4 million in personnel, furniture, instructional materials, computers and software though it may take years to fulfill the wish list, officials say.

School board members discussed the request with Lincoln County Commission Chairman Jerry Cochrane during a Wednesday night Budget and Finance Committee meeting.

Cochrane did not make school officials any promises but did say that commissioners want to look at the county’s long term needs. Previously, the county’s budget has responded to needs as they arise, he said.

“We’ve been reacting. I feel like we need to take a long term look at our needs, especially in the schools,” Cochrane said.

Commissioners had requested the schools submit the information.

“The county is working on a five-year capital outlay plan. We asked for the schools’ input,” Cochrane said.

In other business, board members are considering capping the amount individual members can spend on conferences and seminars.

In 2001, $28,000 was allocated for the entire group. No amount was set for how much each member could spend, but one board member wants to change that.

Budget and Finance Committee Chairman Fred Jarrett asked board members to look at a breakdown of how much each individual spent and come up with a set dollar amount for each person.

According to Jarrett, the current policy appears to read that the money is set up with individual allocations.

The policy reads “no individual allocation may be exceeded without specific authorization by the board.”

“It appears we have not followed our policy,” he said. “We need to be compliant or change the policy.”

Board chairwoman Jean Dellinger disagreed with Jarrett’s understanding of the policy.

“The policy has never been observed that way,” she said.

In calendar year 2001, the board spent $20,768 to attend conferences and seminars. Of that, $6,301 was spent to attend a group conference. Individual expenditures were: George Dellinger, $995; Jean Dellinger, $6,337; Tommy Houser, $1,260; Fred Jarrett, $300; Tony Jenkins, $335; and Vice-Chairwoman Sara Miller $5,240.
