Surveillance leads to drug arrest

Lincoln County Sheriff’s Office narcotics investigators concluded a six-month investigation on Thursday with a foot chase that led to the arrest of Kelan Debarge Brown, 29, of 108 Enola Drive in Shelby.
Following information received from several tips made to the Drug Tip Line that a man from out of the county was taking and delivering drug orders at an apartment complex on Gaston Street, investigators began surveillance. On Thursday, officers witnessed the man leaving a residence. Driving an unmarked car, officers attempted to stop the man but he sped away, back toward the Gaston Street apartment. The suspect crashed his vehicle and attempted to elude officers on foot, according to deputies. He was quickly apprehended.
Brown is charged with one felony count each of possession of cocaine, maintaining a vehicle/dwelling for a controlled substance and speeding to elude arrest. Brown was also charged with one misdemeanor count each of driving while license revoked, possession of drug paraphernalia, and possession of a controlled substance schedule VI. He was placed in the Harven A. Crouse Detention center on an $18,000 secured bond.
Brown has an extensive rap sheet dating back to 2003, including previous charges for possession of a schedule II controlled substance, driving while license revoked and robbery.
