City plans public hearing on business request, closed session on ‘personnel’

A public hearing is scheduled to be conducted during Thursday night’s Lincolnton City Council meeting regarding a proposed dog day care and boarding business.

The application, from Mike and Martha Goins, is requesting a conditional-use permit to operate a customary home occupation with an outside accessory building on property located on the east side of Laboratory Road and Massapoag Road.

Following the public hearing, members of the City Council will vote on whether to allow the request.

  • Also on the agenda for Thursday’s meeting, Phil Church and Carol Avery of Lowdermilk Church & Co., L.L.P. will present the city’s audit report for the last fiscal year, appointments for several city boards and commissions will be considered and a schedule of 2013 City Council regular meeting dates will be voted upon.
  • Additionally, Planning Director Laura Simmons will give an update on the status of Phase III of the Marcia H. Cloninger Rail-Trail Project. She has previously said it is on track for a mid-December completion date.
  • City Manager Jeff Emory will offer his monthly financial report to council members, who will also select a date for their 2013 planning and budget workshop.
  • Finally, a closed session will be conducted for a personnel-related issue. The council typically considers Emory’s contract for the coming year each December.

Thursday’s meeting begins at 7 p.m. at City Hall and is open to the public.
